Negotiated Salary Program 2025-2026

I am pleased to announce that the system-wide Negotiated Salary Program (NSP) has been approved effective July 1, 2025. The NSP replaces the Negotiated Salary Trial Program, referred to as the General Campus Compensation Plan at UC San Diego. The system-wide NSP policy can be found in APM 672. Our local NSP Implementation Plan and FAQ can be found on the Academic Personnel Services website:

Eligibility is limited to Ladder Rank, Teaching Professors, and In-Residence faculty who meet good standing and program requirements. Faculty who wish to participate must use external funds to which the faculty member has access due to their research, teaching, or outreach activities. The funds may not be drawn from tuition paid by students in state-supported projects or discretionary funds associated with the department, school, college, or campus that are fungible for other purposes. Start-up funds may be used as a fund source for a participant’s summer salary but not the Negotiated Salary Component. 

Faculty applying for NSP will work closely with their department fund managers to determine if they have appropriate and sufficient funds to participate. Faculty are expected to prioritize their Research Group appointees before directing funding to NSP. 

Faculty with approved proposals will be compensated at the Total UC Salary for the period of July 1, 2025 through June 30, 2026. The Total UC Salary will be comprised of the Negotiated Salary Component plus the faculty member’s Base Salary (scale rate plus any approved off-scale salary increment or above scale salary). Summer ninths will be paid at the Total UC Salary rate according to standard summer salary policies.  

Please note that due to the unpredictable Federal funding landscape, the University cannot commit to funding the Negotiated Salary Component. If funding is lost mid-year due to an Executive Order, the Participant should consult with their department and dean, and may renegotiate their NSP agreement for 2025-2026 or withdraw from the program.  

School deans will soon issue a call for 2025-2026 NSP proposals. Faculty who wish to participate will be required to submit a proposal via the Kuali Build Application that must be endorsed by the department chair and dean.
