Annual Notification of Campus Climate Policies

In compliance with California State Senate Bill 108, SB 108, SEC. 219, 34 (2024) and to promote a safe and inclusive environment on every campus, the University of California has implemented several systemwide policies related to campus climate and free expression. All campuses are required to share these policies each academic year with their campus communities. Please review the information and links below to ensure that you are familiar with these policies that apply to our UC San Diego campus.

Academic Freedom and Freedom of Expression

UC San Diego upholds academic freedom and promotes free expression and access to the campus for all members of our campus community. To help the campus community navigate these complex areas, we have created an Expressive Activities Information web page that collects these and other commonly referenced university policies regarding expressive activity on campus. Please review this page and bookmark it as a resource for reference.

Policy Updates

University of California leadership has implemented updated campus and systemwide policies related to campus climate and free expression. It is essential for everyone on campus to review and adhere to these UCOP directives.

Time, Place and Manner Policy

The campus hasa policy regarding the time, place and manner for expressive activity. Expressive activity must not disrupt university operations or violate the rights of other people. Occupying buildings, forming or maintaining encampments, and restricting the free movement of people in or out of campus spaces that they are entitled to access are not forms of peaceful protest and are violations of university policy.

Violations of university policy may result in disciplinary sanctions, and if laws are broken, criminal or civil penalties may be pursued.

Anti-Discrimination Policy

The university also has a policy against discrimination and harassment. Allegations of discrimination or harassment should be reported to the Office for the Prevention of Harassment and Discrimination (OPHD), which will conduct investigations as needed.

Employee and Faculty Discipline

Employee discipline is addressed in accordance with the applicable policies based on employee classification, and/or applicable collective bargaining agreements. Specifically, employee discipline is addressed in UC Personnel Policies for Staff Members (PPSM), academic employee policies and procedures, and collective bargaining agreements.

Hazing

Hazing is prohibited by both UC San Diego policy and California law, whether the alleged activities occurred on or off campus property. In accordance with the Stop Campus Hazing Act, Public Law 118-173, UC San Diego has established Hazing Prevention Procedures to report and investigate hazing incidents. Individuals found responsible for hazing may be suspended or dismissed from the University in addition to facing potential criminal sanctions.
